This panel will provide a comprehensive overview of the Liberals’ new legislation that affects numerous areas of criminal law, including eliminating preliminary hearings, changes to bail law, changes to dealing with police officers as witnesses, the victim surcharge, and changes affecting young accused persons.
After he obtained his Bachelor of Arts with Honours in Philosophy from Queen’s University in 2006, Michael pursued his dream of becoming a lawyer at the University of Saskatchewan’s College of Law. He graduated with “Great Distinction” in 2009. Michael was fortunate to receive academic awards, including The Gabe Burkhart Memorial Award in Criminal Law, The Douglas Schmeiser Prize in Criminal Procedure and The Honourable David H. Wright Prize in Sentencing. Additionally, Michael has published numerous academic papers in various peer reviewed journals. After law school, Michael completed his articles of clerkship with Greenspan Humphrey Lavine in Toronto. He was called to the Ontario Bar in 2010. He is fluent in Spanish and conversant in French. Michael is also a Founder and the current President of the Barristers for a Better Bytown.
Anne-Marie McElroy is a sole practitioner who practises exclusively criminal law. She completed her undergrad at the University of King’s College in Halifax and graduated from Ottawa University with her law degree in 2009. She practised at Hale Criminal Law Office and May & Konyer before founding McElroy Law in 2015. Anne-Marie is a director for the Defence Counsel Association of Ottawa and a member of the Community Adult Justice Network. Her blog won a 2015 Canadian Law Blog Award (Clawbie) for Best New Blog and a 2016 Clawbie for Best Practitioner Blog.
Richard Morris is a partner with Langevin Morris Smith. His practice focus includes real estate, criminal and quasi-criminal law, including Highway Traffic Act, Provincial and other regulatory offences. Richard is the partner responsible for the Kanata and Renfrew offices. Richard is often consulted by other counsel, and has attended as a speaker at a number of legal conferences, as well as lecturing at Carleton University and Algonquin College. Richard was active in the Scouting movement as a youth and has been active as a leader in his local beaver colony and cub pack. In addition, Richard is a recently qualified basketball coach and is enjoying the challenge and rewards of coaching competitive ball with the Ottawa Shooting Stars and the Gloucester/Cumberland Wolverines. Richard built and paddles an 18-foot traditional Inuit skin-on-frame kayak. He currently runs a power boat and has owned two small sailboats, and he hopes to return to sailing soon.
Leo Russomanno practices exclusively in criminal law. He graduated from the University of Ottawa with a law degree in 2007 and obtained a Master’s Degree in International Politics from Carleton. He has tried all manner of cases from sexual assault, robbery, firearms, drug cases, terrorism, and murder. Leo also taught criminal law classes in the Law and Legal Studies Department at Carleton University for four years, and regularly guest lectures at the Faculty of Law at the University of Ottawa. As an Ottawa Director of the Criminal Lawyers’ Association he is often invited to speak to Parliamentarians on criminal legislation.
Michael Spratt received a B.Sc. (Hon) in Biology and Environmental Science from McMaster University in 2001. Mr. Spratt was called to the Bar in 2005 after attending law school at Dalhousie University. Mr. Spratt is a partner at the boutique criminal law firm Abergel Goldstein & Partners. Mr. Spratt normally appears in the Superior Court of Justice and the Ontario Court of Justice but he did carry Howard Krongold’s litigation bag to the Supreme Court of Canada and the Ontario Court of Appeal. Mr. Spratt frequently appears as an expert witness before Canada's House of Commons and Senate. Mr. Spratt is an award winning blogger and has written for many publications including: iPolitics, the National Post, the Ottawa Citizen, the Ottawa Sun, and Canadian Lawyer. Mr. Spratt is also co-hosts of the popular and award winning legal and political podcast The Docket. He has served as a director of the Criminal Lawyers’ Association. He later served as a treasurer, and vice-president, of the Defence Counsel Association of Ottawa. He has been a guest instructor at the University of Ottawa law school, Carleton University, and Algonquin College and has presented at numerous professional education conferences.
