Mr. Justice Brown will discuss the impact that delay and alternative forms of adjudication have had on Ontario’s civil courts and provide concrete recommendations to improve the civil justice system.
Regional Senior Justice Bruce Thomas provides an update on significant Court Developments in Southwest Ontario. Updates include: recent & outstanding Judicial appointments, R v Jordan applications as of April 30, 2019, practice directions issued as part of our R v Jordan initiative, R v Myers, an SCC case dealing with pre-trial detentions, updates on recent developments in the Divisional Court, Bankruptcy Court , Small Claims Court, and more. Scheduling and allocation of trials will also be discussed
Justice David Brown was appointed to the Court of Appeal for Ontario in December, 2014, after sitting as a judge of the Superior Court of Justice of Ontario in the Toronto Region since September, 2006, including several years on the Toronto Region Commercial List. Immediately prior to his appointment to the Court of Appeal, Justice Brown was serving as the President of the Ontario Superior Court Judges’ Association.
Before his appointment to the Bench, he was a partner with Stikeman Elliott LLP (Toronto) in its Litigation and Energy Groups. He served as an Adjunct Professor of Law at Osgoode Hall Law School teaching Energy Law from 2004 until 2006, and a Sessional Lecturer at Queen’s University Law School from 1990 to 2002 teaching Trial Advocacy. Justice Brown writes on a number of legal topics, including civil procedure reform and Newfoundland legal history.
Justice Brown earned his B.A. (Hons.), University of Toronto, 1976; Certificate, Beijing Languages Institute, 1977; Diploma, Nanjing University, 1978; J.D., 1981, University of Toronto; L.L.M., Osgoode Hall Law School, 2005; called to the Ontario Bar, 1983.
Justice Bruce G. Thomas was appointed to the Ontario Court of Justice in 1999 and subsequently to the Superior Court of Justice in 2008. Throughout his judicial career, Justice Thomas has dedicated himself to courts administration. While a member of the provincial court, he served as Regional Senior Judge for the West Region. Since joining the Superior Court of Justice, he served as the local administrative judge in Windsor, Chatham, Sarnia and was appointed Regional Senior Justice in 2017. A graduate of the University of Western Ontario (B.A., 1976) and the University of Windsor (LL.B., 1979), Justice Thomas practised with McGuire, McFarlane & Thomas prior to his appointment to the bench. His practice included criminal law, family law, and civil litigation.
Justice Thomas has been active in continuing education. He was the criminal law education chair for the provincial court, and he has taught extensively across Canada in the programming of the National Judicial Institute.
